Internal Title: People Operations Manager
We are looking for a People Operations Manager who is equally comfortable doing the work and leading it. This is a player-coach role: you will run payroll and benefits yourself, own our HRIS, manage multi-state tax and employment registration, and directly lead our HR Compliance Specialist. There is no admin layer beneath you. You are the practitioner and the leader at the same time.
This is the right role for someone who finds genuine satisfaction in building clean systems and running them well, not just in overseeing others who do. You thrive with ownership, move fast without cutting corners, and are equally comfortable processing a payroll run and presenting a compliance risk summary to leadership. As Vynca grows toward 300 people and beyond, you will have the opportunity to build out the team beneath you.
This is a remote position with occasional travel required for training, meetings, and other business needs. At this time we are only considering applicants in the following states: Arizona, California, Colorado, Florida, Georgia, Illinois, Nevada, North Carolina, Oregon, Texas, and Washington, with a preference for applicants based in the Mountain or Central Time Zones.
What you’ll do
Payroll & Benefits
Run end-to-end payroll processing across all states — this is hands-on work you own directly, not a function you oversee
Administer benefits programs including open enrollment, carrier relationships, COBRA, and leave-related benefit coordination
Ensure compliance with federal and state wage and hour laws, including overtime, exempt/non-exempt classification, and pay equity requirements
Build toward a scalable payroll and benefits infrastructure as headcount grows
Multi-State Tax & Employment Registration
Manage state and local tax registrations, nexus determinations, and employer account maintenance across all active states
Partner with Finance and external tax counsel to ensure accurate state income tax withholding, SUI rates, and local jurisdiction compliance
Proactively manage registration requirements as Vynca expands into new states
HRIS & People Systems
Own the HRIS platform (configuration, data integrity, reporting, and user support), ensuring it scales with our growth
Drive system improvements and integrations across payroll, ATS, benefits, and performance tools
Build and maintain people data dashboards and reporting for HR leadership and Finance
Leave Administration & Compliance
Own the leave of absence program infrastructure — systems, tracking, and process — across all 27 states, partnering with the HR Compliance Specialist who handles day-to-day administration
Serve as the escalation point for complex or ambiguous leave situations, including concurrent leaves, ADA accommodations requiring judgment, and cases involving clinical licensing or patient-facing roles
Ensure leave programs remain compliant with federal and state law as Vynca expands into new jurisdictions
Compliance & Risk
Partner with the HR Compliance Specialist to maintain federal and state compliance across all employment programs
Oversee I-9/E-Verify administration, EEO-1 and VETS-4212 reporting, and other regulatory filings
Identify compliance risks proactively and recommend mitigation strategies to People leadership
Team Leadership
Directly manage and develop the HR Compliance Specialist, providing coaching, direction, and escalation support on complex matters
Foster a team culture of accuracy, responsiveness, and continuous improvement
Serve as a thought partner to the Chief People Officer on operational strategy and when to add headcount as the org scales
Your experience and qualifications
6+ years of progressive HR operations or payroll/benefits experience, with at least 2 years in a management role
HR experience in healthcare, home health, or another distributed clinical workforce environment with familiarity with clinical employee classifications (exempt vs. non-exempt, per diem structures, clinical licensing considerations)
Experience working in a start-up or rapid-growth environment
Experience working in a remote-first, multi-state organization
Demonstrated experience managing multi-state payroll and employment compliance (20+ states strongly preferred)
Deep knowledge of federal and state wage and hour law, benefits regulations (ERISA, ACA, HIPAA), and employment tax requirements
Hands-on HRIS experience; strong preference for candidates with experience in Rippling
Track record of building or improving people operations infrastructure in a high-growth organization
Strong analytical skills and comfort with data — you can build a report and tell the story behind the numbers
